It one year since the battle of Naruto and Sasuke, the end of part 1 (Manga chapter 239/Anime epp 136). Now the world of Naruto has been thrown into a full-blown conflict. War seems to be breaking out in every country and the need to train strong ninja hasn't been this important since the third shinobi world war. The current state of each country is as fellows.
Fire Country/Leaf village: Has the greatest population but still suffers much trouble. Ever since the sand and sound invaded they have been weaken greatly. The sound is at war with them but the leaf is too busy trying to keep itself together to have time to counterattack. For know the Leaf is on the defensive and must wait patiently for its chance to crush the Sound. At the same time they must provided support for there close allies the Sand but pretty soon it might become to taxing to aid the Sand and might need to cut their ties to them.
Wind Country/Sand Village: Out of all the countries, they are hurting the most without a doubt. Before they invaded the Leaf they were very weak and afterwards they were nearly crippled. Ever since Yondaime Kazekage was assassinated they have not been able to have a good leader take the Kazekage seat. The overly-aggressive Earth country has taken a strong interest in the weakened Sand village. The Earth country recently declared war upon the Wind country and plans to make a quick sweep of the country conquering everything in mere weeks. With a weak leaders and a low number of Sand ninjas left, the Wind Country looks very doomed!
Rice Country/Sound Village: The sound village is still small but has attracted many missing ninja from other countries to join it. With Orochimaru as its leader, the sound village has become known as a sanctuary for bandits and thieves from every country. Because of this there power is rapidly increasing. Despite being so small, they are determined to take down the largest country, the fire country. Many countries dislike the sound village because they know it is filled with criminals. Despite this they have still become allies with both the Rain village and Cloud village.
Water Country/Mist country: Being so far away, they are very detached from the affairs of the other countries. They are a very mysterious country that goes through a lot of trouble to protect their secrets. They are very prejudice against all advance blood-lines. They genocide any advance bloodlines they find in their country. Despite being an island nation they are very self-sufficient. Their only ally is the Lightning country and has no known enemies besides the Rain country bearing a strong hatred towards them.
Earth Country/Stone Village: They always like to show off their power. Most of the country is ruled by primitive barbarians and are not as technology-advanced as other countries. Despite they are still one of the strongest countries. They are constantly at odds with the Fire country for the rivalry of strongest country. But they hate the Lightning Country even more and have waged much war with them in the past. Currently they wish to take over all of the Wind Country to increase their strength. Once they do so, it is likely they won't stop conquering other countries with its new power.
Lightning Country/Cloud Village: The richest nation! They are a large merchant nation. They try to stay peaceful with all nations and most stay peaceful from them so they can benefit from their massive trade industry! They are allies with nations of Fire, Water, Rice, Waterfall, Grass, and other minor territories. There only enemies are the Nation of Earth and Rain.
Rain: Immigrants from both the Lightning and Water countries. They hate both countries. Not friendly people. Allied with the Sound but that's it.
Grass: Immigrants from both the Fire and Earth country. They are allies with both countries.
Waterfall: A peaceful country. Allies to Fire and Lightning country. No enemies as of now.
